A teen age boy in a school for kids with emotional problems was placed in a concrete cell for over 7 hours on at least 2 occasions and for shorter periods many other times despite having told teachers he would kill himself if he had to be in the seclusion roomcell. He hung himself with a rope given him by a teacher to hold up his pants in the seclusion cell room of his classroom and died. His parents are now suing and Georgia is now suddenly realizing it might be a good idea to have regulations on the use of seclusion in its schools. No word if they are extending this concern to patients in their state hospitals which are under federal investigation for numerous civil rights violations.
Cesar Chumil, a citizen of Virginia and of the United States continues in his 15th year of seclusion at our local state hospital in a room, suite, cell with cinder block walls and a small bed in Western State Hospital with no treatment in his native language and no continuous observation as required by federal regulations on seclusion and restraint.
